The LPB is one of the Office for Transportation Security’s OTS) support bureau. The Bureau performs a vital role in the drafting and approval of OTS Transportation Security Regulations (TSR). The OTS, through the LPB, drafted House Bill 388, a bill which seeks to create the “Philippine Transportation Security Authority (PTSA). The Bureau has been working with the House of Representative’s Joint Committees on Transportation, Government Reorganization, and Railways and RORO, specifically with the Technical Working Group (TWG) which has representatives from the PNR, ATO, MRTA, LRTA, PPA, PNP, and PCG among others, for the passing of said House Bill. The LPBlikewise participates in national and international meetings, workshops and conventions which tackle issues on air, land and maritime transportation security such as the Seminar-Workshop on the Proliferation Security Initiative (PSI) and Weapons of Mass Destruction; the 4th Asia Pacific Economic Cooperation (APEC) Secure Trade in the APEC Region (STAR IV) Conference in Hanoi, Vietnam; the 2nd Inter-Agency Consultation for the Signing and Ratification of the SUA Protocols at the office of the United Nations and Other International Organizations (UNIO); the 1st Philippines-Australia Bilateral Inter-Agency Consultations on Counter-Terrorism; the National Threat Assessment Workshop on Transportation System and the Strong Republic Nautical Highway Transportation Security Workshop, which were jointly hosted by the OTS and the Department of Transport and Regional Service (DOTARS) of the Australian Government as part of the Philippines-Australia Port Security Capacity Building Project; the National Conference Against Trafficking of Persons; and the APEC Transportation Working Group (TPT-WG) Meeting – to mention a few. The Bureau is headed by Atty. Miguel FF. Oraa, who had been designated “Coordinator” to the Office of the Ombudsman and a law member of the Independent Maritime Commission of the DOTC. He was also elected Co Vice-Chair of the APEC TPT-WG Maritime Security Experts Sub-Group during the APEC TPT-WG 29 meeting held in Chinese Taipei last July 9-13, 2007. Behind him are a group exceptional lawyers as well as an outstanding support group.
